Birth Registration for ID donors

I am curious to know why it is necessary to have the offspring of an ID dono,r social security number in order for the offspring to get information about the donor when they turn 18? I don't see why this is necessary as this is a very confidential process. Further, the doctor that performed the insemination could verify that the donor's semen was used. What would you use the offspring's social security number for? Will you use the social security number to track the offspring or for government purposes? I need clarity on this as I would like to register my daughter, yet I am skeptical of why you need the social security number.

I don't think we should have to go out of our way to rush and get a SSN for a baby just for this registration...
Then when you receive your child's SS# you can complete the ID Options registration and mail to the address below.
