Donor offspring cap

How does the cryobank regulate the cap on offspring produced by a donor?
Are donors allowed to donate to more than one cryobank?
How is the possibility of 200 offspring by one donor prevented?

    The Fairfax Cryobank website has a detailed page on the Limitations on Donor Births that explains our policies.
    Fairfax Cryobank limits the total number of births for any donor based on the application of several criteria. Specifically, a donor's sales will cease when 25 families (children from the same donor living in one home) have been reported in the US. International distribution stops when 15 families have been reported. After the family limits have been met, vials will only be distributed for sibling pregnancies.
    Families who have children by the same donor will be sold additional donor units, if available, as 'Sibling Pregnancy Only' units.
    In addition, we also monitor the reported location of births and limit the geographic distribution of a donor consistent with the guideline of the American Society of Reproductive Medicine (ASRM).

    so let's assume one birth per family stateside (25 families) so total of 25 offsrping, plus 15 families international = 40 offspring???! is this calculation anyway a fair assessment?
